Currently gluon doesn't "ship" with the required perl
modules...this is quite normal, but it does mean that
they may need to be installed. One option is CPAN, the
other is through whatever package management system the
OS uses. The problem with the latter is that it doesn't
always have the required modules. The problem with the
former is that it is "something else" to learn for
people not used to perl.
Perhaps PAR could be used to make a default
distribution of required perl modules. This could be
kept relatively up to date, but is mainly a quick and
easy solution to getting gluon going.
