The value of decimalScale is different between
NDecimalsIndividual and
NDecimalsIndividualSimpleFactory.
if value of decimalScale got from
NDecimalsIndividualSimpleFactory is x; the value in
NDecimalsIndividual is 10^x.
the error will induce IllegalArgumentException.
