Implemented. Below is commit. Passing to Karl to test.

TO TEST:

Edit heritrix.properties. Add to the list with the key of
org.archive.crawler.frontier.AbstractFrontier.queue-assignment-policy.
Restart Heritrix. You should see your new value in a
BdbFrontier queue-assignment-policy list.

* src/conf/heritrix.properties
Added
org.archive.crawler.frontier.AbstractFrontier.queue-assignment-policy.
* src/java/org/archive/crawler/frontier/AbstractFrontier.java
Look for and parse
AbstractFrontier.queue-assignment-policy in
System properties. Removed
AVAILABLE_QUEUE_ASSIGNMENT_POLICIES
and DEFAULT_QUEUE_ASSIGNMENT_POLICY.
