ORL_O34 message incorrectly defined - ID: 1240698

The ORL_O34 message seems to be incorrectly defined
in HAPI (0.5beta). I found following circular dependence
in groups:
1) ORL_O34_SPECIMEN contains ORL_O34_ORDER
2) ORL_O34_ORDER contains
ORL_O34_OBSERVATION_REQUEST
3) ORL_O34_OBSERVATION_REQUEST contains
ORL_O34_SPECIMEN (loop closed)
