2.72: fix man5 install for non-root - ID: 1227162

The man5 install in Makefile.PL doesn't match what is
created by Makemaker, installs the man5 pages to the
wrong location on Redhat (/usr/man instead of
/usr/share/man), and uses the old DESTDIR instead of
PREFIX methodology.
This patch to Makefile.PL corrects these issues and
makes the razor-agents buildable as a RPM by non-root.
