"if" attribute doesn't work for "define" - ID: 1221945

In an <rc/> or <cl/> task, write a conditional define:
<defines>
<define name="DEBUG" if="${build.debug}"/>
</defines>
The DEBUG symbol will be defined regardless of the
build.debug property value, though the documentation
allows use of "if" attribute on this element.
