The summary is quite simple. Objects that are upgraded,
such as with a potion of gain level or the tinker
skill, retain their name.

However, it is possible to upgrade an object so that it
has the name of an artifact, without actually being an
artifact. For example, you could do this...

an oilskin sack named Wallet of Perseus
into
a bag of holding named Wallet of Perseus

Of course, it doesn't become an artifact, but it has
the name of one.
