5 minor CSS typo, wrong text font. - ID: 1196594

Details:

Hi,

the latest change to heritrix.css is broken. Some curly
quotes are at the wrong position, resulting in using
the wrong text font.

Fix attached.
In addition, the patch includes "font-size: 11pt" style
for "body" and "td" tags.
