some informational messages and some menu items
(channel modes, change
of topic, server->disconnect, for example) are in the
language used to
log in under, even if run such as "LANG=en_US xchat"

How reproducible:
Everytime

Steps to Reproduce:
1. log in some langueage (Japanese for me)
2. run "LANG=en_US xchat"
3. click on the server menu item

Actual results:
some items in english, some in japanese

Server menu is editable and therefore saved to disk. Since
it's a userconfig, it is not translated. However, this is
somewhat fixed in 2.4.0, but the user was probably using a
2.0.x config. Since 2.4.0 it will not save this config file
unless it's actually changed from the default, so
translations should continue to work.
Workaround: rm ~/.xchat2/usermenu.conf
