When the option loadall in config.xml is true, plug-ins
should not be loaded in memory unless they are actually
executed. Although (partial) loading during start-up
and/or configuration is perhaps unavoidable, if the option
is set to true, as many plug-in-related resources as
possible should be freed when not executing a plug-in.
