Jalopy Java Source Code Formatter

This might be 'a feature' but I'd rather call it 'a bug'. The
'Format project' in project context menu should be
somewhere in the middle and not in the last place, where
'Properties' is usually placed. Not once I clicked 'Format
project' while thinking I'll get the project properties. Some
special places in the menues shouldn't be changed, such
as the first or the last one.
