5 Warn user that they need to re-enter filename - ID: 730989

In the topic create screen, if you enter a filename to
upload, but don't fill in some other field, then you
get a warning page, and the filename field is empty. I
understand that this is because browsers don't let
scripts fill in the upload field automatically.

But, it would be nice to let the user know what
happened in this case and remind them they need to
re-enter the filename. This patch is one approach to that.
