It appears that only Developers and the original
submitter of a Request are offered the ability
to attach an additional file to a Request. There
does not seem to be any way to configure the
Tracker to allow attached files from others as well.

This is wrong-headed. We want to accept help
from whoever is willing to offer it, including
help in the form of attached files. Turning away
help on an open source project is not a good idea.

At the very least, make it configurable so we can
choose to accept help from the general public
if we want to.

Solution#2 there, being an opt-in per-tracker config, seems in good shape.

visible my support for yourgod in this.

This should be fixed, it's a fundamental part of open source
development :

On several projects I have been blamed for this ( and the
first time I noticed this myself, blamed another project
admin in ignorace ).

Can we get this added? Making new tracker items just to post
a patch is very annoying and is only increasing the load on
the sf.net site.

Same problem for me. I don't think it's reasonable to have to
be a project member just to submit fixes. This may have been
done so that disk space can be monitored more closely, and
somebody can be held responsible for uploads. As far as I can
see it should be enough to require that people are logged in to
submit files.

This is exactly the case I encountered recently. I created
a fix for a problem. I wanted to attach that fix to the
relevant bug report. I'm not a project developer or
originator of the project bug request. So I was stuck.
Certainly I didn't want to have to create a duplicate bug
report just so I could submit a bug fix.
