$ xsltproc /usr/share/xml/docbook/stylesheet/docbook-xsl-ns/manpages/docbook.xsl doc/manpage.xml

produces a trailing .PP:

$ cat herold.1
[...]
The section HTML defines parameters, which control the loading and parsing of the HTML input data\&..PP

A fix for this issue has been added to the current codebase.
Please test the fix with the latest snapshot from:

http://docbook.sourceforge.net/snapshots/

Yes, the variablelist template was missing a line feed at the start of the
list. Fixed now.
