5 Update for the Norwegian locale (nb and nn) files - ID: 3556630

Hi. Attached is a patch to update the Norwegian locales for docbook, to make sure they use the more commonly used name 'Register' for the index,
and to ensure they use the double angle quotation marks according to the recommondation of the "Norwegian language council" (aka språkrådet), and
adjust the other quotes accordingly as well making sure both Norwegian variants have the same quotes.

I also added some refs and mention that 'nb' used to be 'no'. :)

Please include this change in a future version of the docbook package. :)

A fix for this issue has been added to the current codebase.
Please test the fix with the latest snapshot from:

http://docbook.sourceforge.net/snapshots/
