CtagsInterface currently provides two separate actions in PV's context menu: "add project to tag index" and "remove project from tag index". This should be replaced with a dynamic, toggle-able menu item so that it is easy to tell at a glance if the project is already included in the index.

At the moment the "Add project to tag index" action allows users to add a
project if there isn't one tagged already, or update a project that's
already there, which I think is useful if the "Automatically update tags
when projects are changed" option isn't checked. This would be lost if the
request was implemented as you can't change the number of services
dynamically afaiks. Maybe change the wording on the add action instead,
"Add project to tag index" if the project's not present and "Update project
in tag index" if it is? Another option would be to return no text for the
remove action when it wasn't appropriate, though that would be pretty ugly.
