Test button not working for web resources - ID: 3511996

When adding a new resource, the Test button veryfies the connection even if it's non-existent.
To reproduce:
1. connect to Geoportal as an administrator
2. Administration->Add->Add resource
3. select any protocol except URL (that's the only one that works)
4. write http://whatever in the text box and press Test: the output message states that connection is verified.
