After investigating this problem, I have found that the "jumping-windows"
filter, enabled by default in my Ubuntu install of privoxy, effectively
disables OpenStreetMap. It prevents the tiles from loading and so you end
up with a big empty white square.
This rule in user.action solves the problem:
