Build the watchdog plugin only if linux/watchdog.h exists

The watchdog plugin provides access to the software watchdog timer, "softdog", in the Linux kernel. Currently, the watchdog plugin is built by default. The attached patch modifies configure.ac so that the watchdog plugin is only built if linux/watchdog.h exists and can be compiled. This allows the build to work on non-Linux platforms without explicitly disabling the watchdog plugin.
