#450 Enhancements to oHpi functions

Based on some user experiences with the oHpi functions,
we need these improvements to the calls:
1) Add state (opened/closed/failed) information to the
handlers.
2) Add configuration information to the handlers.
3) Add the ability to open and close handlers so that
the user can attempt to reopen a failed handler.
