Codestriker: collaborative code reviewer

Some times it needs make some custon actions on the
server side e.g when new changeset commited to the
Code Striker, or when review completed. E.g. we've not
popular Source Control System - MKS Source Intergiry,
and we want integrate it with Code Striker. So please
implement server side events (hooks) Code Striker will
call e.g. when new review commited, review state
changed and so on. Event can be just regular
executable and Code Striker will pass to it all needed
parameters.
