There's a problem with the install where this file was not distributed. I'll fix this in the next release. In the meantime you can install File::HomeDir separately to get around this problem.
Note that I haven't tested this on Windows, so there's a good chance that you'll run into other problems. Do you have a C++ compiler, for example?.
