I am not at all sure about XOSL2. There were volunteers signed up to develop it, but as with many volunteer projects on sourceforge, development time may be limited. Also, the lack of interest from users/testers and their feedback and input can be discouraging to devs and potential devs.
One factor is of course that XOSL is alive and well and living at Yahoo groups. That group list remains...
