Oh hello!
Apparently, by taking a quick look through the code, that feature seems to be there... I can't remember if I did it, or if somebody sent me a patch, or how it came to be there, but it seems that if you do an alt-middle-click on the window, it'll go to the back.
I can't really verify that it works at the moment, as I don't have access to a windows box for over 10 months now. But the...

That's great, I verified it myself today, indeed it works fine with 2.10.13. So, I'm closing this bug.

I was able to verify the problem. It occures with the latest GTK for windows (2.10.11), I used to have GTK 2.10.7 previously and it worked correctly. I will investigate further to determine the cause.
Meanwhile, as a stopgap measure, if it's not essential to use the latest available GTK runtime, switch to 2.10.7.
