Tools for localization: Pootle: web based translation management system. Virtaal: Computer Aided Translation (CAT) tool, Translate Toolkit: QA, format conversion and support (PO, Java .properties, OpenOffice, Mozilla, XLIFF, TMX, TBX, CSV, Qt .ts)

This release contains several improvements and bug fixes.

Highlighted improvements
========================
- Improvements to quality tests for speed and accuracy
- Improvements to language specific quality checks
- Small improvements to the handling of incorrect PO files
- Better support for the newer comment types in TS
- Several small improvements and corrections to XLIFF and TS
- Many API improvements and cleanups for the upcoming Pootle and Virtaal
- Fix a bug when Virtaal opened files in paths with non-ASCII characters
- The Toolkit now always creates headers for PO files
- A better XML placeable with support for XML namespaces
- A small bug with a single space unit as seen in abrt (bug 1370). This also fixes the resulting error in Virtaal.

The faster PO implementation introduced with the previous version should now become more and more attractive. Please report on your success (set USECPO=2 in your environment). Hopefully we can enable it by default in future versions.

PO files are now always created with headers for better compatibility with other tools. The --header option was removed from pofilter and pogrep.

Several quality tests should now perform significantly better in French, specifically  puncspacing  and  endpunc. More information about the quality checks is here:
