A port of TurboPower OnGuard to CLX and Linux platform.
added the appropriate header info. added comments for original author. started flashing out the TApplication class.
minor changes on Windows platform. added package files for Delphi 6.

added support for using OnGuard CLX in a Linux Console application. - just add the #DEFINE IBO_CONSOLE. - use only ogutil.pas (onguard.pas is not needed).

Added support for single instance checking. Second instance will just close without warning.
