TiRG is a (C++Builder; any C++;) project aimed at detecting and localizing text(-like) regions in raster images. To make sure you need (or not) it see a bunch of sample pics on http://funkybee.narod.ru/ page. TiRG stands for Text in Raster Graphics. The project was/is/will be only under Public Domain License.
The text bounding box detection is extremely accurate.
