I'm not sure where this got left off since my ISP frequently has trouble resolving Slashdot/SourceForge since it moved to Chicago.... but anyway, yeah. The point was to generate the smallest possible ID without wasting any.

At this point, I've been persuaded to change things so that the site admin can choose from different back-end ID assignment systems, but this is probably going to have to wait until the release after the next major release that I'm still working on as best I can. I haven't had the time I need to finish it off yet, so work continues but at a pretty slow pace.
