tclDBRCS is a database oriented revision control system which is fully database oriented and features full project/tag/branch support. It also supports optional encryption of file content. Can be used inside other applications as a package.

Dbrcs API is available as a package. It is also configurable via install_package.tcl tool. SQLite support included in V0.2a. One can add support for revision control in any tcl application. See dbrcs.tcl code for details how to call DBRCS API.
