Syn stores information about menu and toolbar positions in its settings. If you delete them, or if you delete this particular setting (about menu visibility), and menu will be restored back.
But where are stored syn settings - depends from syn version, and from where you have set it to store them. Look in the registry first. I'm not on computer where I have syn, but if you cannot figure how...

I closed the top menu (File, etc) accidentally, and cannot figure out for the life of me how to bring it back.
Anyway to do this without re-installing?
Thanks,

Although scroll is working properly on the main text editor it`s not working on the "file explorer".
Reproduce Bug:
Go to View-> Toolbars -> File Explorer and then try scroll the File Browser.
Thanks for your time.
