Yes. That's exactly what would happen if he'd run the command from the administrator account. Windows does not, by default keep the command window (i.e a terminal) open after a command exits.
To bypass this, you'd have to run cmd /k <command>. I have no idea if you can do that with sudowin, as I have yet to get this program to work.
