It's working now. I must have done something wrong during the installation or configuration.
I wrote these usage instructions based on what I learned. Maybe the su-wrapper folks can add this to their documentation:

Hi, I read the documentation and installed su-wrapper. I never could get it to work. Here's what I did:
---------
tar xjvf su-wrapper-1.1.1.tar.bz2
cd su-wrapper-1.1.1/src
make
make install
cd ../
cp su-wrapper.conf.dist /etc/su-wrapper.conf
Here's the executable:
-rwsr-sr-x 1 root root 20873 Sep 1 19:56 /usr/sbin/su-wrapper
