It seems a bug in Microsoft Voice Commander, not SQLite.
That file is very important to SQLite and the Voice Commander application has no reason to block the file.
You should try to get the last version from
http://www.sqlite.org, because the same problem exists with stupid anti-virus, and latest versions work around that by retrying the open several times (and that is all we can do).
Also, please notice this site is currently "dead" since the WinCE port was integrated into the official SQLite source code.
