miniLA win 0.6.3 released Monitor

New version of miniLA_win version 0.6.3 released.

Changelog:
- fixed zoom/cursor display for records with a lot of data
- fixed setting of cursor position from decoders window for records with a lot of data
- new option "Separate burst" in RS-232 decoder - consecutive sequences of data (bursts) are
separated from each other
- size of program window is saved on exit and restored on start
(note: maximization does not work well)
- mousewheel support in wave window
- added active cursor/dataset functionality
* signal window shows value under active cursor
* move to next(previous) change of signal moves active cursor to next(previous) change of active signal
- added scale units selection (sample number or time)
