Hum? My log reads:
6 Jul 08 10:12:11 - INFO -> Starting SafePeer Plugin synchronously
6 Jul 08 10:12:11 - INFO -> Periodic update of the IpFilter will occur every 48h0m5s
6 Jul 08 10:12:40 - INFO -> SafePeer exported 247095 entries to the IpFilter (currently 247095 entries)

Here are all the entries in my SafePeer options:

Enable SafePeer: CHECKED
Enable Blocklist manager: NOT checked
Main Database URL: file:///E:/_NewDownloads/_Azureus/splist.txt
(Note the three(3) forward slashes after 'file:')
Secondary Databases URLs: http://homepage.ntlworld.com/tim.leonard1/pg_plain.htm
(This was there from original install, have no idea what/who it is)
Cache file: safepeer.cache
Log file: safepeer.log
Enable logging: CHECKED
Enable asyncronous loading: NOT checked
Enable periodic updates: CHECKED
Periodic updated timer: 48:00:05
Socket connect timeout: 120
Socket read timeout: 45
Enable Proxy: NOT checked
both 'Proxy host:'s Greyed out

And it's been working for a long while for me.
BlueTrack's updates are 14 days apart (9 june, 23 june).

You could try to check the splist text file: cut and paste the 'Main Database URL: into your browser and see if it displays correctly.
