this is an update of v0.4, that deals with some issues in the programming. There aren't any real add-ons to the code so I didn't make it a new version, just an update.
Some issues fixed such as not being able to include news.php outside of its install root, admin option link fixes, admin section fixed so comment editing can be accomplished.

v0.4 - Comments system online, admin comment options now work(edit, delete), login system for forcing logins for posting comments added, max characters to be displayed while browsing news added, Smart Page added (knows when its loaded from news.php or another page), changed the file name of index.php to index_example.php, guest system added, framework for email is being made, added link to news.php in admin section, admin tools under each post and comment (edit or delete). The RSS feeds were updated somewhat to conform correctly. Edit user level, delete user, and some backend changes were made.
