This issue still exists and it seems that RC is no longer being developed since there has been no updates since '07. It's a shame cause RC would work great if I could get it to sync the changes back to GCal.

I try to share a calendar between a Mac and a PC over a WebDAV-Server. So I published an calendar file to a WebDAV-Server from the Mac. Nevermind, I think I figured it out. It seems to me you can avoid the circular syncs by using 2 Outlook calendars. The first Outlook calendar (i.e. "My Calendar") is the one that you update and the one that syncs to Google. The 2nd Outlook calendar (i.e. "Group Calendar") is the one that is subscribed to all the Google Calendars, including yours. "My Calendar" shows...

1. Person A adds Event...

Ahh, and I have some more information. I was subscribing to not a Google calendar but a privately-hosted calendar. The error only occurs when I have to enter username and password. Subscribing to the calendar without a username and password works fine.
