pyOBD-II (a.k.a. "pyobd2") is a Python library for communicating with OBD-II vehicles. Its goal is to make writing programs for vehicle diagnostics and monitoring vehicle data as easy as possible. Relies on pySerial to communicate with ELM scanners.
Ran it with python 2.6 under windows. Need to have the pySerial module available. There were a few indent problems that were easily fixed, and you need to manually specifiy the com port inside a package vs having them auto detected in unix-type os'es. I'm not really a python jock, but it seems functional if you use the elm series of ODB scanners.
