I did the auto install from my webhosting provider and I am getting the following error:
Parse error: syntax error, unexpected TSTRING, expecting TOLDFUNCTION or TFUNCTION or TVAR or '}' in /home/thetires/publichtml/php/core/class/Core.php on line 28
I have looked at the code, but I can't find anything wrong. Here is the code around that line:

Please indicate what software do you download, because there is a different process, but if you only want to use the software you need to download the binaries.

Actually I am using windows Vista operating system and I want to know that is there any requirement of any compiler or software to make an open source to run.

How you do it varies with the software code that you download and the computer platform that you are using. There are usually generalized instructions in a file called README and more specific step-by-step instructions in a file called INSTALL.
