The scale expands too long.
In big zoomlevels, there should be used "0,.. nmi!" and "0,.. km".

Translation of all German Mouseover Help Textes.
Each term, icon and imputfield in each form of the editor will get a
Mouseover Help Text.
Mouseover Help Textes will be strored in the OpenSeaMap-Meta-DB.
Reference is each german version.
Second reference are the english versions.

Zu allen Bezeichnern, Eingabefeldern und Icons in jedem Formular und zu den
Formularen selbst einen MouseOver-Hilfetext schreiben.
Die Hilfetexte und ihre Übersetzungen werden in der Meta-DB gespeichert.
Jedes Element in jedem Formular benötigt dafür eine eindeutige ID.

Add the structure for to set a museover text to each term, imput field and
the form itself in the forms.
Mouseover Help Text comes from the Meta-DB in several languages (first
german and english)
