rogdov, the link is added but with a negative payment status. This means that you can see every link that is registered but not paid. However, it will not be displayed officially.
The other issue is due to the priority to make the interface simple for adding links rather than imitating other directory scripts that force everyone to check a couple of options for just adding links. You can...

A very good script, but there are some bugs.
When a user submits a paid link and get to the paypalscreen, he or she kan abort the paying and still have a link registered.
Admin can not add a paid link from the administration pages.
