Yes. The basic premise on the public folders is that if you don't specify anything, every project user has full access to the analyses in the public folders (except they can't modify them, only project admin can). If you specify a comma-separated list of users in the public folder (under project settings), then only those users will have access to that public folder (in addition to project admin and app admin, of course)
