NetTime does not write to its EXE for any reason. You either have a false positive from Kaspersky, an actual virus, or some other program on the system that modifies EXEs.

Why is my firewall (Kaspersky) occasionally warning that nettime.exe has changed? Is there some explanation that does not involve virus infections? My comp seems to be clean, so either it isn't, or Kaspersky is wrong, or the exe does change for some good reason.

Recently, Vista stopped syncing the time on my computer. I wondered if it was a network/firewall issue so I installed this and it worked. Obviously a problem with Vista.
But in vista you have to right click on the installer's exe and select "run as administrator" to install it.
