Added HAVE_LIBGSSAPI defines around gss code
so the --disble-gss configure option would work
Renamed configure.in to configure.ac so the HAVE_LIBGSSAPI
define would be defined in the correct place.

make install fails when --prefix is used.
Moved the install rules for etc_netconfig into
its own doc/Makefile.am so $(DESTDIR) is defined
correctly when the --prefix configuration argument
is used.
