libifp-cil provides Mono/.NET bindings for the library libifp implemented in C# managed code. Very easy to use for application programmers.

No changes to the test program itself but changes to the Makefile: - New layout of where each file go when installing. - Makefile now provides a shell script to wrap the executable with the _ugly_ exe suffix. - Test program now makes use of a package config file for linking with the libifp-cil library.
In this release nothing has happened to the library but to the Makefile: - Changed layout of where to put files when installing. - Makefile now provides a package config file to ease linking with the the libifp-cil library at compile-time. - Made the test program, libifp-cil-test, use the package config file.
I wish and hope developers will find use of this project and enjoy the ease of use of the bindings. The bindings can easily be applied to many applications as for instance music players and plugins, podcasting applications, file managers etc. Only constraint really is the Mono/.NET framework. Feedback is welcome!
