JWM (Joe's Window Manager) is a Window Manager for X11 using at minimum Xlib.
JWM could be one of the best small window managers if it was not so awfully mismanaged by its maintainer. Once a year or so we see an outbreak of activity that lasts for a few days, but most of the time, nothing happens except that bug reports and patches get ignored. There are lots of small Linux distributions that use jwm, but each and every one of them has to solve the same old issues again and again (keyword "full-screen bug"). That is open source software development at its worst.
