No it does'nt support that.
JRunner is designed to run JavaApps, normally all JavaApps can be installed without an admin.
JRunner also runs PowerbuilderApps and PWBApps can be installed without the need of adminrights.

running the included jrunner.exe requires this DLL
which I do not have on my W2k system.

Does JRunner support the roving user concept? I.e. are (distribution) packages being handled as a combination of a user and a machine part? If so, how is the machine part installed? Does the JRunner process need any additional rights on Windows NT?.
