Well, charsets are a big deal with GPG in windows.
GPG1.4 finally solved this inconsistency (using iconv.dll), but GPGrelay up to 0.955 still assumes the malfunctioning charsets in prior GPG-Versions, so it'll become better with the next release (probably a Preview-Release first).
And then there is the general problem of windows to have two charsets: One for the console and one for windows.
GPGrelay isn't Unicode (still develloping on Win98), so there are some characters that aren't properly mapped between these two charsets (e.g. for germany it's the euro-sign that has no equivalent in the CP850-console).
And finally there are charsets encoded directly into the mail, which aren't handled perfectly by many email-clients (esp. in the case where a multipart-mail has different charsets per part).
To check if GPGrelay causes problems for this last case, try the "Headerfield (silent)"-Option in the Global Control.
