GTK+ and GIMP installers for Windows

Would it be possible to make releases of this that can be dumped into any folder and run without having to be admin? I many times have to do quick and dirty work on windows machines where gimp would be very handy, but I'm unable to install because it requires admin access.

I can currently install and run other pacakges to local folders without admin access (like inkscape for instance). Would be nice if I could do the same with gimp. Either creating a zip file to dump and run in a local folder, or modifying the installer to allow install as non admin would be great. Maybe make the installer post a warning and continue rather than refuse to run.
