Don't work under W2K because of wget

wget used in this package don't work under W2K due well known error "procedure entry point freeaddrinfo missing on ws2_32.dll" Solution: http://msdn.microsoft.com/en-us/library/windows/desktop/ms737931(v=vs.85).aspx Wget that currenly in GnuWin32 repository working well instead (1.11.4)

If exclude.txt contains all packages, *none* are excluded

As a first step, I excluded all packages using exclude.txt, planning to comment out the ones I decide I want. Unfortunately, this caused all 449 packages to be downloaded by download.bat! If I comment out just one or more packages in exclude.txt (so they're allowed), I get just those packages (as expected). I realize my use-case may be slightly unique, but I suspect download.bat needs a...
